THE
INTERNATIONAL DAY OF SIGN LANGUAGES
The
International Day of Sign Languages is an unique opportunity to support and
protect the linguistic identity and cultural diversity of all deaf people
and other sign language users.
The
UN General Assembly has proclaimed 23 September as the
International Day of Sign Languages in
order to raise awareness of the importance of sign language in the full
realization of the human rights of people who are deaf.
Sign
languages are fully fledged natural languages, structurally distinct from the
spoken languages. There is also an international sign language, which is used
by deaf people in international meetings and informally when travelling and
socializing. It is considered a pidgin form of sign language that is not as
complex as natural sign languages and has a limited lexicon.
The Convention on the Rights of Persons
with Disabilities recognizes
and promotes the use of sign languages. It makes clear that sign languages are
equal in status to spoken languages and obligates states parties to facilitate
the learning of sign language and promote the linguistic identity of the deaf
community.

সাইন ল্যাঙ্গুয়েজগুলি
সম্পূর্ণ প্রাকৃতিক ভাষা, কাঠামোগতভাবে কথ্য ভাষা থেকে আলাদা। একটি আন্তর্জাতিক সাইন
ল্যাঙ্গুয়েজও রয়েছে, যা বধিররা আন্তর্জাতিক মিটিংয়ে এবং অনানুষ্ঠানিকভাবে ভ্রমণ
এবং সামাজিকীকরণের সময় ব্যবহার করে। এটি সাংকেতিক ভাষার একটি পিজিন রূপ হিসাবে
বিবেচিত হয় যা প্রাকৃতিক সাইন ল্যাঙ্গুয়েজের মতো জটিল নয় এবং এর একটি সীমিত
অভিধান আছে।
প্রতিবন্ধী ব্যক্তিদের
অধিকার সংক্রান্ত কনভেনশন স্বাক্ষর ভাষার ব্যবহারকে স্বীকৃতি দেয় এবং প্রচার করে।

THEME
OF THE INTERNATIONAL DAY OF SIGN LANGUAGES 2021
The
2021 theme, declared by the World Federation of the Deaf, is “We Sign For
Human Rights,” highlighting how each of us – deaf and hearing people
around the world – can work together hand in hand to promote the recognition of
our right to use sign languages in all areas of life.

BACKGROUND & HISTORY
The
proposal for the Day came from the World
Federation of the Deaf (WFD), a
federation of 135 national associations of deaf people, representing
approximately 70 million deaf people’s human rights worldwide. The resolution A/RES/72/161 was
sponsored by the Permanent Mission of Antigua and Barbuda to the United
Nations, co-sponsored by 97 United Nations Member States and adopted by
consensus on 19 December 2017.
The
choice of 23 September commemorates the date that the WFD was established in
1951. This day marks the birth of an advocacy organization, which has as one of
its main goals, the preservation of sign languages and deaf culture as
pre-requisites to the realization of the human rights of deaf people.
The
International Day of Sign Languages was first celebrated in 2018 as part
of the International Week of the Deaf.
The
International Week of the Deaf was first celebrated in September 1958 and has
since evolved into a global movement of deaf unity and concerted advocacy to
raise awareness of the issues deaf people face in their everyday lives.
International Day of
Sign Language is observed on September 23, every year. This day is celebrated
to raise awareness of the importance of sign language as a means of
communication and the full realization of the human rights of the people who
are deaf, as per the UN General Assembly.
This day was first
celebrated in 2018 and September 23 was chosen as a specific date because the
World Federation of the Deaf, established in 1951 is also celebrated on the
same day.

স্পনসর করা হয়েছিল, জাতিসংঘের 97 সদস্য রাষ্ট্রগুলির সহ-পৃষ্ঠপোষকতা এবং 19 ডিসেম্বর 2017 এ সর্বসম্মতিক্রমে গৃহীত হয়েছিল।
২৩ সেপ্টেম্বরের নির্বাচন ১৯৫১ সালে WFD প্রতিষ্ঠিত হওয়ার তারিখ-কে স্মরণ করে বধির মানুষের মানবাধিকার।

সপ্তাহের অংশ হিসেবে 2018 সালে
পালিত হয়েছিল।
বধিরদের আন্তর্জাতিক সপ্তাহটি প্রথম 1958 সালের সেপ্টেম্বরে পালিত হয়েছিল এবং তারপর থেকে বধিরদের ঐক্যের

হয়েছিল কারণ 1951
সালে প্রতিষ্ঠিত বধিরদের বিশ্ব ফেডারেশনও একই
দিনে পালিত হয়।
